Instructional Materials Review and Approval
The Instructional Materials Review and Approval (IMRA) process was enacted under House Bill (HB) 1605 and brings new components to a single, State Board of Education (SBOE)-governed review of instructional materials. IMRA outlines how instructional materials will be reviewed, with the SBOE having final authority on the process, criteria used, and approvals.
Instructional materials submitted in the IMRA process are reviewed for Texas Essential Knowledge and Skills (TEKS) and English Language Proficiency Standards (ELPS) alignment, factual errors, suitability, quality, physical/electronic specifications, and parent portal compliance. Instructional materials are also open to public review and feedback.
Following the review of instructional materials, the SBOE votes to determine which materials to add to a list of approved instructional materials. Any instructional materials added to that list will be considered high-quality instructional materials (HQIM) and eligible for new funding entitlements.

IMRA Cycle 2025
The initial phases of IMRA Cycle 2025 have begun, as the K–12 supplemental math instructional materials quality rubric is currently available for feedback from Texas educators, publishers, parents, and the public. The SBOE is scheduled to vote in November 2024 to approve IMRA 2025 supplemental math quality rubrics.

The SBOE will consider proposed revisions to the SBOE-approved quality rubrics for ELAR K-3 and 4-8, SLAR K-3 and 4-6, and mathematics K-12 at the November 2024 meeting.

Rubric Drafts
Quality IMRA rubrics for supplemental mathematics K–12 are awaiting approval by the SBOE. These rubrics, if approved, will be used to review instructional materials submitted in the 2025 Cycle.
The first draft was posted in September and open to public feedback throughout the month of October. The second draft shows proposed edits based on feedback and is expected to be presented to the SBOE during their November meetings.

Rubric Feedback
Quality IMRA rubrics for supplemental mathematics K–12 feedback was gathered from Texas educators, publishers, parents, and public.
- An online feedback form was available to the public until Thursday, October 31, 2024.
- Focus groups were held throughout the month of October for educators, education service centers (ESCs), publishers, and the public to share feedback.

IMRA Cycle 2024
IMRA Cycle 2024 includes full-subject, tier-one instructional materials intended for classroom-wide instruction to support all students in K–5 English Language Arts and Reading (ELAR), K–5 Spanish Language Arts and Reading (SLAR), and K–12 mathematics. Partial-subject, tier-one instructional materials for K–3 English and Spanish phonics are also up for review.
The SBOE-approved quality IMRA rubrics for the 2024 cycle during the 2024 January/February SBOE meeting. Those rubrics were used by IMRA reviewers to evaluate instructional materials submissions during this IMRA cycle.
An essential part of the IMRA process allows any resident of Texas to review any of the instructional materials under consideration for approval and submit written comments, report suspected factual errors, or report suitability concerns. As such, instructional materials submitted in the IMRA process were accessible to the public on the SBOE website beginning in May 2024. The online public comment period began in May and ended in August 2024. Additionally, public testimony was heard at the September and November SBOE meetings, allowing citizens the opportunity to provide oral testimony about instructional materials submitted for approval.
Instructional materials in the IMRA 2024 cycle are scheduled to be approved, rejected, or have no action taken on them by the SBOE during the November meeting.

Reviewed Instructional Materials
All instructional materials submitted in the IMRA cycle are available for the public to view. If a publisher made any updates to their submitted materials after the IMRA review and wanted to share those updates with the public, access to those materials have also been made available to view.
As a reminder, the instructional materials shared are for review purposes only and may not be reproduced, distributed, publicly performed, publicly displayed, modified, transmitted, or derivative works made thereof, without the publisher’s prior written approval. Once a subject is selected, a pop-up message will be presented with an end-user license agreement acknowledgement. Consent must be granted to view materials.
IMRA Reports
Each submitted instructional material reviewed in IMRA Cycle 2024 has an official IMRA Report with a detailed breakdown of their rubric scores, flags, and feedback.
In accordance with Texas Education Code (TEC), §31.023(c) the agency shall provide the results of the annual review of instructional materials and any related recommendations to the State Board of Education for approval or rejection of the instructional material and the inclusion of the instructional material on a list maintained by the State Board of Education under TEC, §31.022. - State Review Panelist (SRP) Feedback Report (PDF): This report lists all state review panelists' feedback and suggestions, identified content errors, and suitability flags for prohibited content along with the publishers' responses to each.
- Public Feedback Report (PDF): This report lists the comments, identified alleged factual errors and all suitability flags for prohibited content identified by the public along with the publishers' responses to each.
- Publisher-Identified Changes, Corrections, and New Content Report (PDF): This report contains new content created by the publisher during the review process and error corrections as well as editorial changes. The new content, changes, and corrections submitted by the publishers must be included in the final versions provided to schools as a condition of approval by the State Board of Education (SBOE).
