The IMRA process determines the instructional materials eligible for approval by the State Board of Education (SBOE). The process starts when the SBOE calls for new instructional materials and is complete with the selection and implementation of new materials by local school systems.
The Instructional Materials Review and Approval (IMRA) process was enacted under House Bill (HB) 1605 and brings new components to a single, State Board of Education (SBOE)-governed review of instructional materials. IMRA outlines how instructional materials will be reviewed, with the SBOE having final authority on the process, criteria used, and approvals.

IMRA Cycle 2026
Request for Instructional Materials (RFIM)
The Request for Instructional Materials (RFIM) for IMRA Cycle 2026 is now posted. Response submissions will be due in phases. The first deadline for responses is October 31, 2025, at 11:59 p.m. CST. View the RFIM for full details and directions.
The Texas Education Agency (TEA) is seeking qualified publishers to submit instructional materials for review as part of the annual Instructional Materials Review and Approval (IMRA) process. Publishers whose instructional materials are reviewed and ultimately placed on the List of Approved Instructional Materials by the Texas State Board of Education (SBOE) as part of IMRA Cycle 2026 may execute a zero-dollar contract with the SBOE to offer their instructional materials for purchase to Texas school systems beginning in the 2027–28 school year in EMAT, the state’s instructional materials ordering system.
For IMRA Cycle 2026, TEA is soliciting instructional materials submissions for the following instructional material types, subject areas, and grade levels/courses:
Full-subject, Tier-one instructional materials:
- K–12 English mathematics
- K–6 Spanish mathematics
- 6–8 English advanced mathematics
- Grade 6 Spanish advanced mathematics
- K–5 English and Spanish Language Arts and Reading (ELAR and SLAR)
- 6–12 Career and Technical Education (CTE) | Batch 1 courses
- K–12 fine arts
Partial-subject, Tier-one instructional materials:
- K–3 English and Spanish phonics
Supplemental instructional materials:
- K–12 English mathematics
- K–6 Spanish mathematics
- K–5 ELAR and SLAR

IMRA Cycle 2025
Publisher Office Hours
TEA hosts weekly office hours every Thursday at 2:00 p.m. CT for publishers participating in IMRA Cycle 2025. During office hours, TEA staff provide training, share information, and answer publishers’ questions. Publishers are encouraged to attend office hours, which are hosted on Zoom.
Request for Instructional Materials (RFIM)
The IMRA Cycle 2025 RFIM was posted on December 18, 2024, and TEA accepted responses until 5:00 p.m. CT on Monday, January 13, 2025. Selected publishers were notified on February 4, 2025. View the IMRA Cycle 2025 RFIM.
IMRA Multi-Year Plan
IMRA reviews are cumulative; each year, the IMRA reviews expand to include instructional materials from more courses. The SBOE has established a multi-year plan to complete the review of instructional materials for all grades and content areas* Visit IMRA Multi-Year Plan to learn more.

Instructional Materials Information
Texas Essential Knowledge and Skills (TEKS)
The TEKS are the content standards that must be covered in IMRA-approved instructional materials. Publishers create correlations to provide evidence of alignment for their submitted instructional materials. IMRA reviewers are provided with the publisher's correlations in an evaluation instrument where they record their findings of TEKS coverage, factual errors, suitability, quality, and editorial errors.
Accessible Instructional Materials
Accessibility is the practice of making instructional materials usable by as many people as possible. The Individuals with Disabilities Education Act (IDEA) requires school districts to provide accessible versions of instructional materials to students who are blind or otherwise unable to use standard-format materials.
There are specific guidelines that publishers of print materials must follow when creating instructional materials. Electronic instructional materials must also be fully accessible for students with disabilities. Publishers must provide an accessibility report before SBOE approval that verifies all electronic instructional materials comply with Web Content Accessibility (WCAG) 2.1 AA standards and technical standards required by the Federal Rehabilitation Act, Section 508.
