IMRA Overview
The IMRA process determines the instructional materials eligible for approval by the State Board of Education (SBOE). The process starts when the SBOE calls for new instructional materials and is complete with the selection and implementation of new materials by local school systems.
The Instructional Materials Review and Approval (IMRA) process was enacted under House Bill (HB) 1605 and brings new components to a single, State Board of Education (SBOE)-governed review of instructional materials. IMRA outlines how instructional materials will be reviewed, with the SBOE having final authority on the process, criteria used, and approvals.

Request for Instructional Materials | IMRA Cycle 2025
The Request for Instructional Materials (RFIM) for IMRA Cycle 2025 is now available, and TEA is currently accepting publisher responses.
Please read the RFIM carefully to understand the scope of work and requirements to participate in IMRA Cycle 2025. If interested in participating, publishers must submit responses to the RFIM by 5:00 p.m. CT Monday, January 13, 2025. Publishers will be notified of their selection for IMRA Cycle 2025 by February 3, 2025, and will be onboarded to the process.
Instructional Materials Information
Texas Essential Knowledge and Skills (TEKS)
The TEKS are the content standards that must be covered in IMRA-approved instructional materials. Publishers create correlations to provide evidence of alignment for their submitted instructional materials. IMRA reviewers are provided with the publisher's correlations in an evaluation instrument where they record their findings of TEKS coverage, factual errors, suitability, quality, and editorial errors.
Accessible Instructional Materials
Accessibility is the practice of making instructional materials usable by as many people as possible. The Individuals with Disabilities Education Act (IDEA) requires school districts to provide accessible versions of instructional materials to students who are blind or otherwise unable to use standard-format materials.
There are specific guidelines that publishers of print materials must follow when creating instructional materials. Electronic instructional materials must also be fully accessible for students with disabilities. Publishers must provide an accessibility report before SBOE approval that verifies all electronic instructional materials comply with Web Content Accessibility (WCAG) 2.0 AA standards and technical standards required by the Federal Rehabilitation Act, Section 508.
