The State Board of Education (SBOE) and Texas Education Agency (TEA) are seeking parents, qualified community members, educators, and subject matter experts to participate in the annual Instructional Materials Review and Approval (IMRA) process.

Reviewer Qualifications
Quality Reviewer
Applicants must meet at least one of the following qualifications:
- educators with three or more years of experience;
- district or campus personnel who have taught and/or directly supported the grade level(s) and subject area(s) or course(s) for at least three years;
- professors at an accredited institution of higher education in Texas with at least three years or more experience in the subject area(s) or courses; or
- persons with evidence of strong content knowledge and experience in the grade level(s) and subject area(s) or course(s).

To qualify, applicants must be Texas residents.

Commitment Expectations
Quality reviewers assess instructional materials for alignment to the Texas Essential Knowledge and Skills (TEKS) and the English Language Proficiency Standards (ELPS), evaluate instructional quality using content-specific SBOE-approved rubrics, and ensure suitability, appropriateness, and factual accuracy. Reviewers collect and document detailed evidence and participate in team meetings to maintain consistency and accuracy across findings.
Training and review activities will take place between March–November 2026, requiring approximately 10–15 hours per week during lighter periods (March–April and September–November) and up to 20 hours per week during the peak review period (May–August). A required in-person training will take place in Dallas, Texas, from May 1, 2026, to May 4, 2026.
Compensation
Quality reviewers earn approximately 100 Continuing Professional Education (CPE) hours and a base rate of $4,500. *
*Final compensation varies based on content area, number of assigned programs, training completion, additional responsibilities, and rounds of appeals. The provided rates represent the minimum compensation for reviewers. Pay ranges will be updated at a later date.

Commitment Expectations
Suitability reviewers evaluate instructional materials using the SBOE-approved suitability rubric to evaluate their appropriateness and compliance with state statutes. Suitability reviewers report factual errors and provide feedback to inform instructional material improvements.
Training and review activities take place between March–November 2026, requiring approximately 5–10 hours per week during lighter periods (March–April and September–November) and up to 15 hours per week during the peak review period (May–August). A required in-person training will take place in Spring 2026, with final dates to be confirmed soon.
Compensation
Suitability reviewers earn approximately 40 CPE hours and a base rate of $3,500. *

IMRA Overview
The IMRA process uses SBOE-approved rubrics to evaluate selected publisher instructional materials for quality, suitability, factual accuracy, and alignment with the TEKS and ELPS. Through this rigorous review, IMRA ensures that all Texas students have access to instructional materials that are factually accurate, standards-aligned, appropriate, and of the highest quality.
IMRA Cycle 2026
For IMRA Cycle 2026, Texas residents are needed to review the suitability of instructional materials, and content experts are needed to review the quality of instructional materials. This review will include the following instructional material types, subject areas, and grade levels/courses:
