SBOE Approves New List of High-Quality Instructional Materials
First-Ever IMRA Cycle Expands K-12 Resource Options for Texas Schools
AUSTIN, Texas – November 26, 2024 – The Texas State Board of Education (SBOE) approved a comprehensive list of K-12 instructional materials as part of the inaugural Instructional Materials Review and Approval (IMRA) process during its regularly scheduled meeting held November 18 – 22.
The newly approved list of High-Quality Instructional Materials (HQIM) includes K-5 English language arts and reading and Spanish language arts and reading, K-3 English and Spanish phonics, and K-12 mathematics. The approved instructional materials and resources are designed to support educators and improve student academic outcomes while maintaining alignment with the Texas Essential Knowledge and Skills (TEKS). As directed by House Bill (HB) 1605 (88th Regular Session), the materials were created for statewide use, providing high-quality and flexible options that meet the diverse needs of Texas classrooms.
The IMRA process provided for a rigorous and transparent review of the submitted materials. This process included a months-long public comment period paired with open testimony during the September and November meetings. Feedback collected from these sessions helped refine and finalize the materials to ensure that they aligned with state standards and meet the needs of Texas students and teachers.
The approved materials will be optional resources for Texas school systems beginning in the 2025-26 school year. School systems will be entitled to an additional $40 per student, per year, to purchase any materials placed on the SBOE’s HQIM list. School systems have access to an additional $20 per student, per year, if they choose to order printed copies of Bluebonnet Learning, the state-developed instructional materials included on the list.
Additional Actions
The SBOE updated eligibility requirements for school board trainers by amending 19 Texas Administrative Code (TAC) Chapter 61.
The board also approved a list of legislative recommendations for consideration by the 89th Texas Legislature.
Recognition
The SBOE honored three departing board members for their dedicated service to Texas students and school systems:
- Dr. Melissa Ortega (District 1)
- Patrica Hardy (District 11)
- Aicha Davis (District 13)
The board also congratulated the 2024 National History Day winners, recognizing their expectational academic work in exploring historical topics.
The board would also like to thank the L.D. Bell High School choir from Hurst-Euless-Bedford ISD for their outstanding performance during Friday’s session.
