Future IMRA Cycle | IMRA 2026

Instructional Materials Review and Approval (IMRA) Cycle 2026 will include a review of instructional materials for K–12 fine arts, certain courses in 6–12 Career and Technical Education (CTE), and K–5 Supplemental Reading Language Arts (RLA), in addition to the previously reviewed subjects and grade levels from IMRA Cycles 2024 and 2025.

The Request for Instructional Materials (RFIM) for IMRA Cycle 2026 is now posted. Response submissions will be due in phases. The first deadline for responses is October 31, 2025, at 11:59 p.m. CST. View the RFIM for full details and directions.

The Texas Education Agency (TEA) is seeking qualified publishers to submit instructional materials for review as part of the annual Instructional Materials Review and Approval (IMRA) process. Publishers whose instructional materials are reviewed and ultimately placed on the List of Approved Instructional Materials by the Texas State Board of Education (SBOE) as part of IMRA Cycle 2026 may execute a zero-dollar contract with the SBOE to offer their instructional materials for purchase to Texas school systems beginning in the 2027–28 school year in EMAT, the state’s instructional materials ordering system.

For IMRA Cycle 2026, TEA is soliciting instructional materials submissions for the following instructional material types, subject areas, and grade levels/courses:

Full-subject, Tier-one instructional materials:

  • K–12 English mathematics
  • K–6 Spanish mathematics
  • 6–8 English advanced mathematics
  • Grade 6 Spanish advanced mathematics
  • K–5 English and Spanish Language Arts and Reading (ELAR and SLAR)
  • 6–12 Career and Technical Education (CTE) | Batch 1 courses
  • K–12 fine arts

Partial-subject, Tier-one instructional materials:

  • K–3 English and Spanish phonics

Supplemental instructional materials:

  • K–12 English mathematics
  • K–6 Spanish mathematics
  • K–5 ELAR and SLAR

Rubrics

From April 2025 to August 2025, parents, community members, educators, education service centers, and publishers had opportunities to provide feedback on draft quality rubrics for the new subjects and grade levels of instructional materials being reviewed in IMRA Cycle 2026. Based on feedback, the following quality rubrics were submitted to and approved by the State Board of Education (SBOE) in September 2025 for use in IMRA Cycle 2026:
