This item provides an opportunity for the committee to receive a briefing on the commissioner of education’s final report for the IMRA Cycle 2025 Confirmation of Changes process and to consider action regarding publishers that failed to make required changes or introduced new errors while making those changes. Statutory authority is the Texas Education Code (TEC), §§31.022, 31.023, and 31.151.

2. Proposed New 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.26, Personal Financial Literacy (One-Half Credit), Adopted 2026

This item presents for first reading and filing authorization proposed new 19 Texas Administrative Code (TAC) Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.26, Personal Financial Literacy (One-Half Credit), Adopted 2026. The proposed new rules would update the Texas Essential Knowledge and Skills (TEKS) for the high school personal financial literacy course to ensure alignment with requirements in House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025, and ensure the standards remain current. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002(a) and (c) and 28.025(a) and (b-24).

3. Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3 Description of a Required Secondary Curriculum

This item presents for second reading and final adoption a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum. The proposed amendment would update the list of high school courses for personal financial literacy and economics that are required to be offered to students to align with the requirements of House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002(a), and 28.025(b-1).

This item presents for second reading and final adoption proposed amendments to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.11, High School Graduation Requirements, and §74.12, Foundation High School Program. The proposed amendments would update high school graduation requirements to align with House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025, related to personal financial literacy, and Senate Bill (SB) 2314, 89th Texas Legislature, Regular Session, 2025, related to the Texas Higher Education Coordinating Board (THECB) direct admission program. Changes are recommended since published as proposed. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.025(a); (b-1)(4); (b-24), as added by HB 27, 89th Texas Legislature, Regular Session, 2025; and (c)(1); and 28.0257, as amended by SB 2314, 89th Texas Legislature, Regular Session, 2025.

5. Discussion of Pending Litigation
The State Board of Education (SBOE) may enter into executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in a room (to be determined) to discuss this item.
