This item presents for second reading and final adoption proposed new 19 Texas Administrative Code (TAC) Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter A, Elementary, Subchapter B, Middle School, Subchapter C, High School, Subchapter D, Other Social Studies Courses. The proposed new Texas Essential Knowledge and Skills (TEKS) would update the social studies standards and implement House Bill (HB) 27, HB 824, and Senate Bill (SB) 24, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002(a), (c), (h-3), as added by HB 824, 89th Texas Legislature, Regular Session, 2025; and (h-11), as added by SB 24, 89th Texas Legislature, Regular Session, 2025; and28.025(a); and (b-24), as added by HB 27, 89th Texas Legislature, Regular Session, 2025.
This item provides an opportunity for the committee to receive a briefing on the commissioner of education’s final report for the IMRA Cycle 2025 Confirmation of Changes process and to consider action regarding publishers that failed to make required changes or introduced new errors while making those changes. 6. Proposed New 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.26, Personal Financial Literacy (One-Half Credit), Adopted 2026

This item presents for first reading and filing authorization proposed new 19 Texas Administrative Code (TAC) Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.26, Personal Financial Literacy (One-Half Credit), Adopted 2026. The proposed new rules would update the Texas Essential Knowledge and Skills (TEKS) for the high school personal financial literacy course to ensure alignment with requirements in House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025, and ensure the standards remain current. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002(a) and (c) and 28.025(a) and (b-24).
7. Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3 Description of a Required Secondary Curriculum

This item presents for second reading and final adoption a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum. The proposed amendment would update the list of high school courses for personal financial literacy and economics that are required to be offered to students to align with the requirements of House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002(a), and 28.025(b-1).
8. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.11, High School Graduation Requirements, and §74.12, Foundation High School Program

This item presents for second reading and final adoption proposed amendments to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.11, High School Graduation Requirements, and §74.12, Foundation High School Program. The proposed amendments would update high school graduation requirements to align with House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025, related to personal financial literacy, and Senate Bill (SB) 2314, 89th Texas Legislature, Regular Session, 2025, related to the Texas Higher Education Coordinating Board (THECB) direct admission program. Changes are recommended since published as proposed. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.025(a); (b-1)(4); (b-24), as added by HB 27, 89th Texas Legislature, Regular Session, 2025; and (c)(1); and 28.0257, as amended by SB 2314, 89th Texas Legislature, Regular Session, 2025.
This item provides the committee and board an opportunity to review and take action or no action on the commissioner’s list of proposed Subchapter D Open-Enrollment Charter Schools scheduled to open in the 2027-2028 school year. If awarded, the charters will have an initial five-year term. Statutory authority is the Texas Education Code (TEC), §12.101.

10. Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.27, Innovative Courses and Programs

This item presents for second reading and final adoption a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.27, Innovative Courses and Programs. The proposed amendment would update the process for review and approval of proposed innovative courses and sunset of existing courses and would update requirements for implementation of approved innovative courses. No changes are recommended since approved for first reading. Statutory authority is the Texas Education Code (TEC), §28.002(f).
11. Proposed Repeal of 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter D, Special Education Services and Settings, §89.62, Support of Students Enrolled in the Texas School for the Blind and Visually Impaired and Texas School for the Deaf

This item presents for first reading and filing authorization the proposed repeal of 19 Texas Administrative Code (TAC) Chapter 89, Adaptations for Special Populations, Subchapter D, Special Education Services and Settings, §89.62, Support of Students Enrolled in the Texas School for the Blind and Visually Impaired and Texas School for the Deaf. The proposal would repeal §89.62 as the State Board of Education's (SBOE's) statutory authority for the rule was removed by House Bill (HB) 2 and Senate Bill (SB) 568, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §30.003 and §30.004, as amended by HB 2 and SB 568, 89th Texas Legislature, Regular Session, 2025.

The proposed revisions would update current requirements for candidate admission into educator preparation programs (EPPs) to align with proposed revisions to Chapter 228, Requirements for Educator Preparation Programs, and Chapter 230, Professional Educator Preparation and Certification. The proposed revisions would implement House Bill (HB) 2, 89th Texas Legislature, Regular Session, 2025. The statutory authority for the SBOE to review rules that the SBEC proposes to adopt is Texas Education Code (TEC), §21.042. The rules provide requirements and definitions as applicable to support educator preparation programs (EPPs) and candidates in the successful implementation of these rules. According to the Texas Education Code, §7.106, the State Board of Education (SBOE) is to hold four meetings a year in Austin, Texas on dates determined by the chair. The SBOE may also hold other meetings as may be called by the chair. The purpose of this item is to announce SBOE meeting dates in 2026.
