Approval of Updates and Substitutions to Approved Instructional Materials

STATE BOARD OF EDUCATION: CONSENT

SUMMARY: This item provides an opportunity for the committee and board to approve update and/or substitution requests received for State Board of Education (SBOE)-adopted or approved products. The updated content has been posted for public review.

STATUTORY AUTHORITY: Texas Education Code (TEC), §31.003 and §31.022.  

TEC, §31.003, permits the State Board of Education (SBOE) to adopt rules for the adoption, requisition, distribution, care, use, and disposal of instructional materials. 

TEC, §31.022(b), requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum and for each subject in the enrichment curriculum.

PREVIOUS BOARD ACTION: In January 2025, the SBOE approved requests from Studies Weekly to update content in its social studies grades K–5 products.

In April 2025, the SBOE approved a request from Texas Education Agency to update content in its Bluebonnet Learning ELAR Grades K, 2, 4, and 5.

In June 2025, the SBOE approved a request from Decker & Associates, Inc to update content in its Personal Financial Literacy & Economics for Real Life products, adopted under Proclamation 2024, and Accelerate Learning Inc. to update content in its STEMscopes Texas Math grades K–8 and Algebra I products approved as part of IMRA Cycle 2024.

In July 2025, the SBOE approved a request from Accelerate Learning Inc. to update content in its STEMscopes Texas Math grades K–8 and Algebra I products approved as part of IMRA Cycle 2024.

In January 2026, the SBOE approved update requests for previously adopted materials through a proclamation review or approved through the IMRA process from Agile Mind, Inc. to update content in its Texas Algebra II, and Texas Algebra II materials, Just Right Reader, Inc., in its Decodables Plus de Tercer Grado materials, OpenStax, Rice University in its Algebra I materials, Really Great Reading Company in its K–2 Phonics materials, Countdown Texas Edition, Blast Foundations Texas Edition, and HD Word Texas Edition. The SBOE also tabled The Texas Education Agency update requests   for Bluebonnet Learning Secondary Mathematics Grades 6-8, Algebra I, Geometry, Algebra II and Spanish Mathematics Grade 6, Bluebonnet Learning Mathematics Grades K–5 English and Spanish mathematics, and Bluebonnet Learning Reading Language Arts for Grades K–5 English and Spanish language arts and reading. The Bluebonnet materials are scheduled to be considered at the special-called February meeting.   

In February 2026 special-called meeting, the SBOE approved update requests for previously approved through the IMRA process from Bluebonnet Learning Secondary Mathematics Grades 6-8, Algebra I, Geometry, Algebra II and Spanish Mathematics Grade 6, Bluebonnet Learning Mathematics Grades K–5 English and Spanish mathematics, and Bluebonnet Learning Reading Language Arts for Grades K–5 English and Spanish language arts and reading.

BACKGROUND INFORMATION AND JUSTIFICATION: Administrative rules in 19 TAC §67.39 (pertaining to Updates to Approved Instructional Materials) permit a publisher to submit a request for approval to update content in SBOE-approved instructional materials.  

A publisher requesting approval of a content update shall provide a written request in a manner designated by the commissioner that includes an explanation of the reason for the update. This requirement includes electronic instructional materials and Internet products for which all users receive the same updates. The request must be accompanied by an electronic sample of the proposed updates. Proposed changes shall be posted on the Texas Education Agency (TEA) website for a minimum of 30 calendar days prior to approval. 

MOTION TO BE CONSIDERED: The State Board of Education:

Approve requests to update content previously approved through the IMRA process from:

  • Carnegie Learning, Inc., in their Texas Supplemental Math Solution Grade 6–8, Texas Supplemental Math Solution Algebra I and II, Texas Supplemental Math Solution Geometry, and Texas Supplemental Math Solution Grade 6 Spanish supplemental mathematics materials; 

  • Cosenza & Associates, LLC, in their Mathematics, grades 6–8, and Algebraic Reasoning full subject mathematics materials; 

  • Edmentum, Inc., in their Exact Path Mathematics - Grades K–5 supplemental mathematics material; 

  • HMH Publishing Company, in their HMH Into Reading Texas Version 2 Grades 3–4 full-subject English language arts and reading material, and HMH ¡Arriba la lectura! Texas Version 2 Grades 2–4 full-subject Spanish language arts and reading material;

  • IXL Learning, Inc., IXL Math Grades K–8, IXL Math Algebra I and II, IXL Math Geometry, and IXL Math Precalculus supplemental mathematics material; 

  • McGraw Hill in their Texas Precalculus High School Edition, Miller, Student Bundle full subject mathematics material; 

  • MIND Education in their ST Math Texas Grades K–5 supplemental mathematics material; 

  • Progress Learning, LLC, in their Progress Learning 3rd Grade Mathematics (TEKS), Progress Learning 4th Grade Mathematics (TEKS), Progress Learning 5th Grade Mathematics (TEKS), Progress Learning 6th Grade Mathematics (TEKS), Progress Learning 7th Grade Mathematics (TEKS), Progress Learning 8th Grade Mathematics (TEKS), Progress Learning Algebra I EOC (TEKS), Progress Learning Algebra II (TEKS), and Progress Learning Geometry (TEKS) supplemental mathematics material; 

  • Savvas Learning Company LLC, in their Texas myView Literacy, Grades 1–5 full-subject English language arts and reading materials, and Texas miVisión Lectura, Grades 1–5 full-subject Spanish language arts materials. 

  • Scholastic in their Ready4Reading Grade Kindergarten, Ready4Reading Grade One, Ready4Reading Grade Two, and Ready4Reading Grade Three English phonics materials; 

  • Texas Education Agency in their Bluebonnet Learning Grade 2 Reading Language Arts, Edition 1, full-subject English language arts and reading material, Aprendizaje Bluebonnet, Artes del lenguaje y lectura K–5, full-subject Spanish language arts and reading, and Aprendizaje Bluebonnent, Destrezas fundamentales K-3, Spanish phonics materials; and  

    Approve requests to update content previously adopted through the proclamation process from:  

  • Studies Weekly, Inc., in their Texas Studies Weekly - My School and Local Community, grade 1, Texas Studies Weekly - Connecting My Communities, grade 2, Texas Studies Weekly - Our Expanding Community, grade 3, and Texas Studies Weekly - Our Nation, grade 5, Proclamation 2015 social studies material;  

with the requirement that all approved changes be reflected in the digital formats of the materials within 30 days of approval by the SBOE, and that identical updates to print formats be incorporated into the publisher’s or manufacturer’s next press run, and permit Progress Learning, LLC to make identical updates to their IMRA Cycle 2026 pre-approval submission.
