This item presents for first reading and filing authorization a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum. The proposed amendment would update the list of high school courses for personal financial literacy and economics that are required to be offered to students to align with the requirements of House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002(a), and 28.025(b-1).
4. Proposed New 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development and Career and Technical Education, Subchapter B, High School, and Subchapter N, Law and Public Service

This item presents for second reading and final adoption proposed new 19 Texas Administrative Code (TAC) Chapter 127, Texas Essential Knowledge and Skills for Career Development and Career and Technical Education, Subchapter B, High School, §127.16, and Subchapter N, Law and Public Service, §§127.752, 127.753, 127.756, and 127.757. The proposed new rules would add new Texas Essential Knowledge and Skills (TEKS) developed by subject matter experts convened by the Texas State Technical College (TSTC) and Collin College that are needed for completion of career and technical education (CTE) programs of study. No changes are recommended since approved for first reading. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002(a), (c), (n), and (o); and 28.025(a) and (b-17).
5. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.11, High School Graduation Requirements, and §74.12, Foundation High School Program

This item presents for first reading and filing authorization proposed amendments to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.11, High School Graduation Requirements, and §74.12, Foundation High School Program. The proposed amendments would update high school graduation requirements to align with House Bill (HB) 27, 89th Texas Legislature, Regular Session, 2025, related to personal financial literacy, and Senate Bill (SB) 2314, 89th Texas Legislature, Regular Session, 2025, related to the Texas Higher Education Coordinating Board (THECB) direct admission program. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.025(a); (b-1)(3); (b-24), as added by HB 27, 89th Texas Legislature, Regular Session, 2025; and (c)(1); and 28.0257, as amended by SB 2314, 89th Texas Legislature, Regular Session, 2025.
6. IMRA Cycle 2025 After-Action Report and Approval of Proposed Amendments to the IMRA Process
This item provides an opportunity for staff to present to the board the after-action review of the Instructional Materials Review Approval (IMRA) process for IMRA Cycle 2025. This item also provides an opportunity for the State Board of Education (SBOE) to take action on proposed amendments from the agency to the IMRA process including updates to the process required by the passage of House Bill (HB) 100, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §31.003(a) and §31.023.
7. Proposed Amendment to 19 TAC Chapter 67, State Review and Approval of Instructional Materials, Subchapter B, State Review and Approval, §67.27, IMRA Reviewers: Eligibility and Appointment

This item presents for second reading and final adoption on a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 67, State Review and Approval of Instructional Materials, Subchapter B, State Review and Approval, §67.27, IMRA Reviewers: Eligibility and Appointment. The proposed amendment would update the requirements for suitability reviewers and the process for the appointment and selection of suitability reviewers. No changes are recommended since approved for first reading. Statutory authority is the Texas Education Code (TEC), §31.003(a); and §31.022 and §31.023, as amended by House Bill (HB) 1605, 88th Texas Legislature, Regular Session, 2023.
This item provides an opportunity for the State Board of Education (SBOE) to move instructional materials from the List of Proposed Rejected Instructional Materials to the List of Rejected Instructional Materials if publishers of those programs did not submit changes in response to the IMRA Cycle 2025 Proclamation for Proposed Rejected Instructional Materials. Statutory authority is the Texas Education Code (TEC), §31.022 and §31.023.
9. Instructional Materials Review and Approval Cycle 2026 Update
This item provides an opportunity for the board to receive updates on Instructional Materials Review Approval (IMRA) Cycle 2026. The presentation will include a preliminary list of materials for review and an overview of the instructional materials market landscape. The board may decide to add instructional materials to or remove instructional materials from the review list for IMRA Cycle 2026. Statutory authority is the Texas Education Code (TEC), §31.022 and §31.023, as amended by House Bill (HB) 1605, 88th Texas Legislature, Regular Session, 2023.
This item presents for first reading and filing authorization proposed new 19 Texas Administrative Code (TAC) Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter A, Elementary, §110.10, Literary Works Lists, Kindergarten-Grade 5, Adopted 2026; Subchapter B, Middle School, §110.30, Literary Works Lists, Grades 6-8, Adopted 2026; and Subchapter C, High School, §110.70, Literary Works Lists, High School, Adopted 2026; and proposed new 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language, Subchapter A, Elementary, §128.10, Literary Works Lists, Kindergarten-Grade 5, Adopted 2026; Subchapter B, Middle School, §128.30, Literary Works Lists, Grade 6 and English Learners Language Arts (ELLA), Grades 7 and 8, Adopted 2026; and Subchapter C, High School, §128.70, Literary Works Lists, High School, Adopted 2026. The proposed new sections would add lists of literary works to be taught in each grade level as required by House Bill (HB) 1605, 88th Texas Legislature, Regular Session, 2023. 11. Consideration of K – 12 Social Studies Texas Essential Knowledge and Skills Key Topics and Subtopics
This item provides an opportunity for the board to consider recommendations from Content Advisors on key topics and subtopics for the social studies Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002(a) and (c), and 28.025(a).

This item presents for first reading and filing authorization a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.27, Innovative Courses and Programs. The proposed amendment would update the process for review and approval of proposed innovative courses and sunset of existing courses and would update requirements for implementation of approved innovative courses. Statutory authority is the Texas Education Code (TEC), §28.002(f).
13. Approval of Updates and Substitutions to Adopted or Approved Instructional Materials
This item provides an opportunity for the committee and board to approve update and/or substitution requests received for State Board of Education (SBOE)-adopted or approved products. The updated content has been posted for public review. Update requests were received from Agile Mind, Inc. for their mathematics materials approved in IMRA Cycle 2024; OpenStax, Rice University, for their mathematics materials approved in IMRA Cycle 2024; Really Great Reading Company for their phonics materials approved in IMRA Cycle 2025; and the Texas Education Agency, Bluebonnet Learning, for their reading language arts and mathematics materials approved in IMRA Cycles 2024 and 2025. Statutory authority is the Texas Education Code (TEC), §31.003 and §31.022.
This item seeks approval from the committee and board for an amendment to the instructional materials contract with William Marsh Rice University (doing business as OpenStax). The amendment would permit the publisher to sell a print version of its previously reviewed and approved digital Algebra I program from IMRA Cycle 2024. Current contract terms and rules prohibit publishers from offering new formats at prices exceeding those in the original agreement. Statutory authority is the Texas Education Code (TEC), §31.003 and §31.151(a-1).
15. Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.14, Performance Acknowledgments

This item presents for first reading and filing authorization a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.14, Performance Acknowledgments. The proposed amendment would align language related to ACT with language related to SAT and add the Classic Learning Test® to appropriate performance acknowledgments. Statutory authority is the Texas Education Code (TEC), §7.102(c)(4) and §28.025(c-5).

This item presents for first reading and filing authorization a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 109, Budgeting, Accounting, and Auditing, Subchapter C, Adoptions By Reference, §109.41, Financial Accountability System Resource Guide. The proposed amendment would adopt by reference the updated Financial Accountability System Resource Guide (FASRG), which includes annual updates and removes information related to the compensatory education allotment to align with House Bill 2, 89th Texas Legislature, Regular Session, 2025. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(32), 44.001(a) and (b), 44.007(a)-(d), and 44.008(b).
17. Proposed Revisions to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter B, Texas Education Agency Audit Functions, §109.25, State Compensatory Education Program Reporting and Auditing System, and Subchapter D, Uniform Bank Bid or Request for Proposal and Depository Contract
(First Reading and Filing Authorization)
This item presents for first reading and filing authorization proposed revisions to 19 Texas Administrative Code (TAC) Chapter 109, Budgeting, Accounting, and Auditing, Subchapter B, Texas Education Agency Audit Functions, §109.25, State Compensatory Education Program Reporting and Auditing System, and Subchapter D, Uniform Bank Bid or Request for Proposal and Depository Contract. The proposed revisions would repeal §109.25, whose statutory authority, Texas Education Code (TEC), §48.104 (j-1), (k), (l), (m), (n), and (o), was removed by House Bill (HB) 2, 89th Texas Legislature, Regular Session, 2025. The proposed revisions would also align language in Subchapter D with TEC, §45.208, which no longer requires depository contracts to be submitted to the Texas Education Agency (TEA). Statutory authority is the HB 2, Section 7.24, 89th Texas Legislature, Regular Session, 2025; and §45.208.
COMMITTEE ON SCHOOL INITIATIVES
This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would adopt the proposed amendments to 19 Texas Administrative Code (TAC) Chapter 231, Requirements for Public School Personnel Assignments, Subchapter A, Criteria for Assignment of Public School Personnel, Subchapter B, Prekindergarten-Grade 6 Assignments, Subchapter C, Grades 6-8 Assignments, Subchapter D, Electives, Disciplinary Courses, Local Credit Courses, and Innovative Courses, Grades 6-12, Subchapter E, Grades 9-12 Assignments, and Subchapter G, Paraprofessional Personnel, Administrators, and Other Instructional and Professional Support Assignments. The proposed revisions would provide requirements related to the criteria for school districts to make personnel assignments based on the correlating certification requirements. The statutory authority for the SBOE to review rules that the SBEC proposes to adopt is Texas Education Code (TEC), §21.042. The statutory authority for 19 TAC Chapter 231 is the Texas Education Code (TEC), §§21.003(a), 21.031(a), 21.041(b)(1)–(2), and 21.064.
19. Proposed new 19 -TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.4 Parental Rights Training for School Board Members

This item presents for first reading and filing authorization proposed new 19 Texas Administrative Code (TAC), Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.4, Parental Rights Training for School Board Members. The proposed new rule would reflect changes made by Senate Bill (SB) 204, 89th Texas Legislature, 2025, to the State Board of Education’s (SBOE’s) duty to provide training courses for independent school district trustees. Statutory authority is the Texas Education Code (TEC), §11.159(b-2), as added by SB 204, 89th Texas Legislature, Regular Session, 2025.
